The massive volume of fence-hoppers easily overwhelms the guards. Judging by the video, security only managed to apprehend a single fan, who approached the fence on a prosthetic leg. Some commenters online have suggested the swarm was a coordinated effort, since the whole thing takes place in only seconds.
