Quebec City's Le Phoque OFF is due to return for its ninth edition in 2023, and the festival has now announced the first wave of performing artists leading up to the full lineup announcement.
Running February 10 to 18, the fest is previewing its bill of over 80 acts with METZ, Milanku, Jessica Moss, Fuudge, the Winston Band, Margaret Tractor, Atsuko Chiba, Baie, Electric Neon Clouds, Emmy Rouge, Fovelle, Gawbé, Hidden Bliss, Louve Saint-Jeu, Lyd., Malaimé Soleil, Nissa Seych, Oli Féra, Peanut Butter Sunday, Sheenah Ko, Thick Glasses, Vermeil and Vivresse.
