If I'm not actually a Canadian citizen but a permanent resident (and a Swedish citizen), can I still apply for the P2 visa [to work/tour in the U.S.] or does this complicate things even more?

The P2 is available to all non-U.S. musicians, not just Canadian citizens, as long as they are members of a "reciprocal organization" such as the Canadian Federation of Musicians, or the Swedish equivalent.
